Notice Type Desc: Operational Alert / Capacity Constraint
Subject: Cove Point System Alert
Notice Text:
Due to the lack of flexibility at points of receipt from upstream pipelines, the following restriction will be in place until further notice.
Cove Point Pipeline cannot tolerate customers creating “due shipper” or “due pipeline” imbalances that adversely affect Cove Point
Pipeline’s ability to manage its system requirements. Consistent with Section 6(b)(1) of the General Terms and Conditions of its FERC Gas
Tariff, Cove Point reminds Customers of their responsibility to maintain a “concurrent balance” between their tenders and takes of natural gas
from the Cove Point pipeline.
Cove Point will continue to address requests for flexibility through burn profiles, in the order received for the following gas day. Cove Point
will take into consideration prevailing conditions, including expected activity by firm service customers. Non-ratable deliveries cannot be
provided to the extent that such flexibility would degrade Cove Point’s capability to provide ratable flows for higher-priority customers, or to
meet conditions under previously authorized burn profiles.
Customers requesting non-ratable flows through the burn profile process are advised to:
Provide confirmation of corresponding non-ratable quantities from their upstream pipeline supplier(s) into the Cove
Point Pipeline, or
Identify balancing arrangements for the incremental supplies to be received by Cove Point Pipeline, to support the
non-ratable nature of flows requested at the Customer’s delivery point.
Cove Point will monitor its system throughout the course of each gas day, and the aggregate effect of Customer activity. Failure to balance
could result in a customer-specific operational flow order.
If you have any questions, please contact your Marketing Manager. Power Generators should direct their requests to the CPL Power Desk.
