Gulf South wishes to inform its Customers that the following Critical Notice remains in effect
until further notice.

Gulf South Pipeline Company, LLC (“Gulf South”) has limited operational flexibility due to
higher-than-normal operating pressures. Effective immediately, Gulf South is informing shippers
that it cannot absorb due shipper imbalances across the system:

1. Shippers are not to deliver to the pipe more than scheduled quantities at receipt points.
2. Shippers are not to take from the pipe less than scheduled quantities at delivery points.

Gulf South will be monitoring location performance and may be required to take one of the
following actions:

1. Delivery locations may be subject to scheduling reductions when the net scheduled delivery
quantities minus the “Projected Daily Quantities” exceeds the greater of 5% of net scheduled
delivery quantities or 5,000 Dth.
2. Receipt locations may be subject to a point specific or operator specific Operational Flow
Order (OFO) pursuant to Section 6.18[4] of Gulf South’s Gas Tariff when the “Projected Daily
Quantities” minus the net scheduled receipt quantities exceeds the greater of 5% of net scheduled
receipt quantities or 5,000 Dth.

“Projected Daily Quantities” is the greater of the Elapsed Prorated Scheduled Quantity or the
Accumulated Measured Quantity plus the Estimated Measured Quantity for the balance of the Gas
Day. “Accumulated Measured Quantity” is defined as the measured quantities through the location
since the beginning of the Gas Day. The “Estimated Measured Quantity” is the number of hours
remaining in the Gas Day multiplied by the 30-minute average of the current flow rate divided by
24 hours.
