Subject: New Internal Constraint Flow Past West Killdeer (WKILSEG)

Northern Border Pipeline Company (NBPL) is notifying shippers it will implement a new constraint, Flow Past West Killdeer (WKILSEG) effective with the Timely cycle for Gas Day, June 19th, 2025. The new constraint will be immediately downstream of the West Killdeer location and control forward haul (west to east) flows, where NBPL has seen elevated flow levels exceeding NBPL’s pipeline capacity. NBPL has determined that this location will improve system reliability, maximize system flexibility, and preserve pipeline pressures by controlling the amount of secondary firm and interruptible volumes flowing on this path. In addition, this flow through constraint may help better manage pipeline maintenance outages in the future. To effectuate this flow through constraint, NBPL will apply the allocation procedure set forth in Section 6.10.4.1 of its FERC Gas Tariff. Once it is implemented, details on the new flow through constraint will be available on the Operationally Available Capacity (OAC) report.
